Open SVG Viewer is a Free Software project, licensed under the GNU General Public License (GPL).

      Open SVG Viewer is a Java based viewer for SVG files. The "project's development began at the Department of Informatics of the University of Minho in Portugal. Its main porpose was to view vectorial maps in SVG in mobile plataforms, such as PocketPC, and using Java." (See old page.)

The code is accessible by CVS (go to the project page at SourceForge.net). The versions in old page are very old indeed, and don't reflect the current status of the project.
